1950's Unknown, Mens Bicycle

I came across this and would love some input as to what it is. Its been repainted(poorly) Serial numbers under the crank, but are oriented differently than anything I have researched. Troxel seat. non-original handgrips. Would just like to know what kind it is so I can try to locate some original parts for it.
